Experience
Vicente Lines’ transactional practice involves experience in structuring and drafting complex deals, involving Corporate Law, Minority Shareholders’ rights, Real Estate Regulatory IT and other complex legal issues.
His experience includes one year as a Foreign Legal Specialist with the Telecommunications Practice Group at Swilder Berlin Shereff Friedman, LLP, Washington, DC from September 1999 through July 2000, a brief internship as a Research Assistant at Economics Studies Department, The Brookings Institute, Washington, DC during the summer of 1999, and a full year as an Associate Attorney at Facio & Cañas, San José, Costa Rica, (1997-1998)
He has Counseled banks, financial institutions in constituting debt facilities in favor of Costa Rican, Nicaraguan and Honduran debtors. Vicente has also cultivated a unique regional experience as regulatory counsel to competitive carriers, value – added service and infrastructure developers in the telecommunications sector. Vicente has worked with regional, US and European investors in the private sector, in industries as diverse as auto retail, packaged foods, beverage, telecommunications and real estate development. He has also worked with telecommunications infrastructure, service and equipment providers in market-entry issues throughout Central America. Vicente has represented telecommunications service providers in various transactional settings, including structuring of joint ventures with private local partners and the Government-owned incumbent operators in Costa Rica. Mr. Lines has advised infrastructure and service providers in licensing before the Nicaraguan Telecommunications Regulator. Vicente has participated in advising and counseling to financial institutions and consortia in prospective Government procurement for telecommunications equipment.

Career

Vicente holds an LL.M. in Common Law Studies from Georgetown University Law Center, in Washington, DC. Fulbright Scholar (1999). He obtained his Juris Doctor –equivalent law degree- from Law School, Universidad of Costa Rica (1997). He is authorized as a practicing Attorney in the State of New York, United States of America (2000), as well as a practicing Attorney and Notary Public in Costa Rica (1997). Membership

He is a member of the Federal Communications Bar Association (2001- to date).and President of the Board of Directors of the Costa Rican Association of International Law (1997-1998).
